I think the answer is yes you are exempt ICI but do not forget you will get a bill for local commune tax sometimes known as "the rubbish" which you can pay all in one go or in instalments

Don't forget for "Prima Casa" ICI exemption, that the house has to fall into certain categories. If I remember rightly a swimming pool, puts it into luxury class. There was a thread last year which gave better details of how everything was being classified and I am sure someone on here can point you in the right direction.

Your estate agent is wrong. Your buying costs are either as Prima casa - about 6% or as Second home about 10%. Theres no getting away from that. When you've bought you can get residency and claim Prima casa discounts on electricity, Tarsu and ICI, but you cant avoid stamp duty and the like. For a house to be still taxed for ICI it must be catastally A9 or A10, luxury or historic - the list for luxury is long, and comprises at least 3 of the items such as swimming pool, tennis court, stairs in marble, marble up to a certain height on walls etc etc. Now I think about it perhaps A8 (villas) are also exempt from ICI relief. Must check.

The ICI on the Prima Casa was abolished last year as one of Berlusconi's electoral promises. In practice, this means that IF it is your first home in Italy AND you are living in it, you are exempt UNLESS your house fits into the luxury bracket. However, if it is a holiday home, you are still liable to pay it. I am an Italian citizen living abroad and have a Prima Casa in Umbria. My husband (who is British) pays about 150€ a year and so would I except that, as an ItCitLiv abroad I have some other exemptions which are higher than the tax, so I don't pay anything - once the tax tops the exemptions then I will have to pay as well.
I haven't heard it has been scrapped, unless you mean the ICI tax that has been scrapped for residents and their first home only.
