Yes I spent quite a while perusing those threads. Actually I always come here first before taking a step in any official direction in Italy, because the advice is so good.
Things here in Cesena are very efficient and the staff poilte and friendly and kind.

1. You are entitled to self-certify your income and not have to "prove" it.
2. My husband has just had to get a new passport and the rules for the passport photos said the same - no glasses. Must be some new rule.
3. If you are moving to Italy permanently then you need to get an E106 (sorry can't remember the other doc number - one is for retired people and the other for working people) and you will be covered for 2 years. After that you have to contribute to the Italian national insurance. Do check though as I believe issuing this document from the UK means you are technically forfitting you right to anything but emergency healthcare in the UK. Take advice from the DWP in the UK.

There are several recent threads that deal with this topic. Go to the "Search" button on top and enter the words "Permanent Residence Requirements" and you will be able to see all the information.
Basically, what you have been told is correct. They are standard requirements.
Each country has different standards for passport or ID documents photographs. Follow what the Comune has instructed you to do.
