It is a property we are hoping to restore, currently farm storage but we have been told this will be converted to residential as part of the purchase

That's probably what it is, then. Converting the property to residential means a change in the land registry listings, which costs money, 400 euros sounds about right.

Is this a new or restored property? This sounds like the costs of listing the property you are buying with the land registry. Can you provide more info?
