You must be very close to us as we see Baiardo like a distant fairy castle upon a hillside from our windows. I would have thought the comune's technical officer would discuss the matter with you and explain any problems. Some permissions go to the Intermelia body based in Dolceacqua for further permission. I think you could also discuss this with the Sindaco after seeing the technical Geometra. Of course there may be all sorts of things going on - difficult to know what the politics and policies are unless you have more inside knowledge. I agree that it seems unlikely that anything should go to Genova for permission. Good Luck.

my understanding of permissions in Baiardo, and I'm guessing it is the same as in other surrounding villages is that "simple" building decisions can be made by the local commune; in the event of bigger visible changes, particularly on handsome structures, the necessary permission may need to come from offices in Genoa - being the next rung up the admin ladder.

Which permissions are missing? did you have a DIA to start the works?
Is your property in baiardo or Genova? If it is in Baiardo why are they seeking permissions in Genova? one comune cannot outrule the other....
more details needed!
