623 Electric re-wiring, telephones and TV

There seems to be so much demarcation of jobs we would love an explanation for one who knows! We are currently having our house re-wired to include telephone and TV points. The tubes have been put in but we are unclear on two things: who puts in the telephone wires and does the external connection and similarly for antennae cabling. Secondly what should an electricity certificate look like? Does any procedure of checking have to be done with ENEL and arranged by ourselves. We have been told the job includes all work done to the norme and a certificate. It would be nice to know in advance so we can be sure we have the correct item before paying the final completion.

When we had our house rewired the electrician put in all the internal wiring whether electrical, telephone or aerial. Telecom (after a bit of persuasion)then came and brought in the external wiring underground (we had already had the trench dug for the cables and the builder had put in the tubing for the wires) from the nearest pole to the house. As for the aerial the electrician got someone who just does aerials/satellites etc and he went up on to the roof and sorted out that side of things. As the house was being rewired we had to have a new meter installed, ENEL did that, but the electircian arranged for it to happen. Once everything was done and we had recieved all the necessary paperwork from the electrician for the rewiring the geometra took it to the comune for their official stamp and approval. To be honest it all just seemed to happen around us and we were not required to do anything, except pay the bills!!
Secondly what should an electricity certificate look like? .
Took a while but I have found the certificate. It is called ' Dichiarazione di conformita dell'impianto alla regola d'arte'. It is a form filled in and stamped by the electrician, we also had to sign it. Does not look very impressive but proves all is well on the electrical front and that the house conforms to the various regulations.
