15.000 euro just for planning permission does seem a wee bit excessive to me.
Have you appointed an architect or a geometra to draw up plans and submit the application? What is the overall cost of the renovation project?
You really need to speak to the comune yourself there are sometimes local variations in charge, and, it may also depend what you intend doing with / to the property.
