We live in a small town and therefore by asking the commune, the whole town will be told that we are looking to buy. This will raise all sorts of difficulties. The family members we asked are not sure who the owner actually is. Is there some search we can do with a government department?

As DeborahandRicky said, the local comune is a good start. If they can't give you the name(s) of the owner(s), at least they would be able to give you the lot number (particella). With this information, you can do a search at the Property Registry. If this is too far from your home, you can always ask for a "visura cadastale" on line. It costs about 15 euros, but it is fast and easy. You can also obtain a "visura storica" which will give you the names of all previous owners and when they changed ownership of the property. It is important for you to know who is the actual owner of the property.
