My house has a semi-underground store room that was nice and cool during the recent very hot weather - the dog and I spent a lot of time in it - me reading and him asleep on the floor.Floor is just old concrete slab - lots of dust, and the walls are unplastered - lots of spiders etcI don't want it to be a habitable room [ceiling too low], but keep it as a store, but it would be nice to tile the floor and plaster the walls.Would I need permission from my Comune to do such minor works?

No - its a storeroom and you can tile, plaster paint it as you like (unless you live in a listed building). As to whether you choose to sit in a store room - thats your choice and nothing to do with comune.
