Hi Alan,
When you interact with an Italian institutional website, you must keep in mind two basic notions:
1> the Italian bureaucracy, and therefore also the sites it uses, is very reluctant to be managed by others - automatic translation is certainly seen as an intrusion = possible fraud
2> sometimes, the pago pa, simply, goes haywire, for entire days
try again in a few days, you will be luckier
