It translates as " Can we have a table for seven [people] please?" Possiamo is the first person plural form of potere, a modal verb which must be followed by another verb in the infinitive, in this case avere. Therefore, to see possiamo avere together is common.
Potere: To be able to
Avere: To have

By the way in your question it should be un tavolo. There are many other ways of asking for a table in a restaurant; your example is just one of them.
If you wanted to specify a time for the booking, you would say:-
Possiamo avere un tavolo per sette persone per le otto domani sera per favore?
May we have a table for 7 people for 8 o'clock tomorrow evening please?
