You need an IBAN no. to make a transfer in Europe, and I don't see one on the ticket. I'd advise you not to worry about it. If the ticket was on a rental car, you'll probably be billed by the agency for it eventually. Since you don't live here, it shouldn't be a problem. Ciao
Property tax, or IMU in Italy is very low compared to prop tax in most US states. Expect to pay a few hundred euro per year, depending on what value of your property and the comune you live in. Utilities are high, but the climate is mild, so you don't use much, at least in many area, including Como.
