this reminds me of a report a few years ago when I was working in a BBC newsroom that a group of "dead" people were demonstrating in India, wanting to be reinstated as being alive.
Their relatives had declared them dead when they were away working elsewhere and had divided their property amongst themselves. Not an uncommon occurrence, apparently.
Indian bureaucracy being almost as bad as Italian bureaucracy, it was almost impossible to reverse death in official documents....

This seems entirely reasonable to me. Don't want to encourage those who need it (and are technically alive) to use the health service - think what that would do to public sector finances.
If Berlusconi went for a check-up I wonder if he would be found to be alive or dead - or just orange?
