There is still (six months on from December 2005) a lot of discussion and uncertainty on the 10% VAT rate, and it does look as if for the whole of 2006 you will have to pay the normal rate of 20%, for works on existing buildings.
I believe you will also have to pay IVA at 20% on building restoration works which started before the beginning of 2006, but for which the fattura was not issued until after Jan 2006.
Charles Joseph might have some further information on this.
The availability of claiming a proportion of building restoration costs against your Italian income tax return is stilll available.

There have been some changes, but the 10% IVA is still applicable to renovation work (lavori di restauro e ristrutturazioni).
If you are carrying out maintenance and repairs (manutenzioni ordinarie o straordinarie) to your property, i.e. changing roof tiles, floor coverings and repainting for example, then the IVA has been increased to 20%.

Charles- I defer to you on this - I tend to count beams rather than beans (I thought that was quite an irresistible line!!) and have personally got very confused over the recent changes in Vat agevolazioni.
Is it the case that any works (on an existing building) covered by a full "permesso di costruire" enjoy the 10% reduced rate, whereas works covered by a DIA have to pay the standard 20%? If this is the case, when one comune (perhaps because of a "vincolo") can allow works on a DIA, where a neighouring comune insists on a full permesso, does this alter the IVA regime?
(Anni fa I was heavily involved with the crazy Vat treatment of listed buildings in the UK. :) :) )

[LEFT]The amount of IVA applicable is not dependant on whether you use a DIA or Permesso di Costruire, but on the type of work to be done on the property.
In same cases where there are planning restrictions (listed buildings or protected areas for example), you will need a Permesso di Costruire even for maintenance,where the IVA will be 20%.[/LEFT]

Charles et al,
This is a matter currently close to my heart. I am having the entire roof stripped, insulated weatherproofed and retiled. New guttering and also an area of new rafters.
Will this attract the 20% IVA. Is it relevant, as Adriatica suggests, whether it is a prima casa, and one is resident?

As far as I am aware, the budget for 2006 (L. 266/2006) does not apply the reduced VAT of 20% for manutenzione ordinaria e straordinaria. The reduced rate of 10% has been extended for restauro, risanamento conservativo and ristrutturazione edilizia. This simply means that more minor jobs tend to get hit.
Towards the beginning of February of this year, an EU directive was passed (77/388/CEE) requiring member states to reduce the lower VAT rates once again. The previous legislation (Berlusconi's) did not manage to apply this directive (too busy with election propoganda) and it looks like this is one of the upcoming priorities for Prodi's government.
Personally, I am wondering if there will be any corrective or retrospective rebates for those of us renovating in the interim period. (thus paying the full 20%) or is it worth holding off on some jobs for another couple of months to benefit once again.

i believe this is still in effect... the point is that the building company that does the work or your project manager will handle this reduction in the tax and quotes should reflect this.... i do not think a private individual can walk in and ask for this reduction

i am fairly certain on most of the above but should think when relaxed or mr joseph see the message they will clear it up with a bit more surety
