10459 New Water Supply - the law?

Does anyone have a link or details of the law here in Italy when it comes to the connection of water to a property.
Friends of mine are restoring a farmhouse that previously used a well as its sole source of water. In the road nearest the property is a private water suply (to which all the nearby houses are connected).
As I understand it the law provides that all houses have a right to connect to an available water suply (subject to appropriate charges of course), but after a lot of circular debate the president of the said water co-op is refusing to alow a connection.
So on behalf of my friends, along with their builder and geometra I am going to meet the mayor on Saturday to see what influence he can bring to bear. It would be handy if I could mention what the law does actually say?

I'm quite surprised at the need for change we have a cartesian well and it works very well provided you don't extract too much water and it has not run dry yet - plus once you've got it it costs nothing!
