Aretina will possibly have an answer but I generally agree with Sebastiano. I have had good fish in Livorno, Viareggio and the best in the Cinque Terre ("pesce della barca"), delicious variety of fish which seemed to be just caught. And it does make all the difference.

Unlike the uk where people seem to eat fish anywhere, because of the importance placed on eating fresh fish as opposed to frozen fish the best (only)places to eat
good fish are 1. at the coast 2. in important cities (milano,roma etc) this second category because they have huge fresh fish markets with the stuff flown in or coming by cold trucks/trains.generally not a lot of fish is eaten outside.these places.the best time of year to eat fresh fish is between september and april as in some areas like the adriatic for example have a "fermo pesca" for as much as two/three months in the summer for fish repopulation.this may seem all a bit pedantic but can assure you the difference is not small (between top quality fresh fish and generically frozen stuff from whereever).Apart from all that unless you go to the tuscan coast your next best bet would be Firenze...but worth the travelling.when we eat fresh fish here we go to the coast at around 60kms from here.
