My Italian friends advised me that if you buy a new TV in Italy, the retailer is obliged to send your name and address to the licensing authority.

We bought a tv from Coop they didn't even ask who we were!!and if they had we would have just given mum in law's address, she is a law abiding citizen and has a tv licence.

We bought a TV in Italy - paid cash so no address was taken. I have had a request for payment however, (not paid it yet) so I guess you could just hang on until you get the same. Has anyone been fined??

The television tax (canone TV) is 99.6 euro per year.
The authorities periodically check the list of the new residents, so if you are registered in the anagrafe of your local municipality, probably you'll receive a written advice from SAT (Sportello Abbonamenti TV), even if you don't have a television (or don't have purchased one recently).
Generally, you can ignore it (as everybody does), but be aware that eventually someday you could receive a visit from the inspector.
I think this is quite likely to happen if you live the cities of the northern regions.
Personally, I didn't pay for three years, since a day of december my bell rung.
...now I happily belong to the community of honest citizens... :( :( :(
