Thank you Anne, Hertz seemed to be the only company I could find. I will check it out further. Now all I have to do is find suppliers of other disabled equipment and we should be in business

At the Ancona airport there are a variety of rental companies but as Anne said what you request on-line may not be what they have when you show up. My experience has been 50-50 on getting the actual car I request. If you go to the airport go to the rental lots on the north side of the terminal by the parking structure and you can see what kind of vehicles they have there and might be able to get a better idea what would work for you and your guest. You might also inquire with the rental agency on wheelchairs if you need that too.

Hertz will supply a vehicle suitable for a wheelchair. There is a number in the depths of their web site and they will organise the delivery of the car to Ancona airport.

Don;'t have any direct experience of wheelchair use but I would go with hertz who probably have the widest choice and are most clued up about disabled use.
Depending how far you are from Ancona, it might be worth making a visit to the Hertz desk at the airport (I'm assuming your friend is coming by air - and in fact they're much friendlier and more clued up at the airport than at the one by the train station) to ensure that you get the correct transport. They speak English there and have always been easy to deal with.
I'm just a bit worried that otherwise, even with Hertz' assurances, you'll turn up on the day and the correct vehicle won't be there.
