After 18 months of living here, it gradually dawns that different systems operate

1. The intensely bureaucratic world of officialdom, with regulations which create Catch 22 loops. Unhelpful jobsworths pass you from pillar to post, leading to frustration all round.

2. A real world where things get to happen. It's akin to a black economy, and is driven by who you know and what strings can be pulled. Brown paper bags are common and things magically transpire.

3. A slightly sinister backward world, mildly criticised, but largely unspoken of with unopposed traditions. Catholics all, dont step out of line.

And to put those three VERY valid observations in an even simpler manner:

1. Bull Headed Bureaucrats

2. Nasty Nepotists

3. Mafia Mobsters
