We've just got back from our house in abruzzo, & had the same concerns-we brought our house on the 2nd of Dec. We tried asking in the commune office with limited italian, but didn't quite had all the right documents or knowledge to understand what was being told to us. We went back to the agent who sold us our house to get them to check. In our case the previous owner has paid Decembers bill-the agent took a photocopy of the bill showing june and dec payments from the previous owner. Hopefully this will help us to pay the ICI in June.

The year is January to December not June to June If you bought your house on the 16th of December, the previous owner should have paid through the end of the year. You will then need to pay in June, either a partial payment for the first part of the year or the full amount.
This is something that should be clarified when signing the final contracts for a house. Make sure you know what the previous owner has paid.
If you need to know what they have paid through after the fact, do not go to the comune but instead go to your agent and have them get you proof of payment.

Becky, don't assume that it has been paid, go into the comune and ask, there are fines for late payment, it's not wortj attracting one, good luck.
