To find your cadastral value, you need to go to either the land registry or the buildings registry (depending on if your house is rural or urban) of your province. You then ask for a cadatral extract and pay about €9 (or €60-70 for a stamped one) and it shows the cadastral values.

Have a look at the registered deed of sale that the Notary would have sent you 4 years ago. you should see something like...
piano T-1, categoria A/4, classe 5, vani 5.5, rendita catastale di € 218,72...

the 218,72 would be the number that you are looking for in this particular example.
