First of all, congratulations Tony on selling your house. It took us 14 months so I know how frustrating it can be. We even had one moron ask us if we thought the council would mind if they changed the thatch on our 500 year old cottage to tiles!!!
Back to the point. As John says, you will certainly need a codice fiscale to do anything (including getting an Italian Mobile phone). We got ours here in Italy. It was done by the estate agent in a matter of days and friends that got their own tell me it is very straightforward and again took only a few days. You can get it without living here so you could get one on your next trip to Italy.
The permesso di soggiorno is very straightforward to get but each province's requirements are different. We got ours at Ascoli Piceno and they asked to see very little documentary evidence or evidence of income. They did want to see our house deeds, codice fiscale and passports. It took about 2 hours and almost all of that was queueing :!:

One thing that has been dead easy for me. I went to the Italian Consulate in London and they issued it immediately for me and my wife. You must have an address in Italy however as the card will be sent there.
Any idea as to the 'timescale' involved with the application whilst still in the UK?
We'd been advised to leave that till we get over there, because we'd need the 'permit to stay'.
