On my second trip to Rome, I saw the sleazier side first thing. Our taxi driver (LH 4477) charged us 25 euros for a trip that should have cost 10 euros.
If you are going to a hotel, have the hotel people there when you pay so they can pass on the charges.

Another way to avoid this kind of thing is to arrange a price before you actually get in the taxi.
We have used taxis several times in Rome and have managed to avoid being 'rooked' with this method.
