I live in Verona and this will be my first New Year's Eve here as well, so I can't give any advice about where to celebrate it. Most of my boyfriend's friends and relatives will be going out for a meal and then on to a bar. I would imagine that quite a lot of people will be around the Arena as well.
As for shopping, there are some lovely designer shops in Verona itself or there is a new shopping centre out of town called Corte Venito but you would need a car.

I also tend to mainly use cash withdrawn from ATMs for running expenses when in Italy.
However, you might check on whether you'll be charged a set transaction fee each time you use an ATM. My bank does charge me for each withdrawl, so I tend to get out the max possible on each visit to a money machine. But obviously carrying around large wads of notes can prove expensive in its own way if you aren't careful.
Verona is lovely. Never been there for New Year's Eve though, so unfortunately can't help you there.

It's a bit light right now with the holidays, but hang in there someone will be able to help you out. We've only been through Verona (BEAUTIFUL!) so can't give you any good answers about New Years Eve.
As far as money goes, we love the ATM. We've always been able to find them and that way you only get money when you need it. Credit cards can have "hidden fees" when the statement arrives. Use only for an expensvie purchase.
