I'd advice you to go speak with an Italian accountant, explain your situation and hopefully he / she will be able to help you understand more clearly about all those costs. Liguria : you can get there from Nice (France), Turin, Milan and Genova. As someone before allready mentioned, there is excellent public transport and of course there is the sea ! But prices at the coast are high.
Piemonte: no sea, but the same airports are easily reachable. Here you have to be look closer at public transportation, not all places are well connected, but small and charming cities as for example Acqui Terme are. And prices are more reasonable then in Liguria.
There are a lot of initiatives in Piemonte for horse riding, for example : they are cleaning up old mulattiere (muletracks) to be used by horse riders.
Where exactly are you planning to live? Piemonte is a large region, where exactly are you looking for properties?
As Italian Dream House allready mentioned, there are rules for stables (there are always rules here :-) ) and of course there are also rules for importing horses. (ask for certificates from your vet, don't forget to mention which countries you will travel through too).
About stables : if you have only two horses you ufficially don't need stables.
It is true that there are B&B's with and without partita IVA. The difference is : those with a partita IVA have more income because they rent the rooms out more regularly than those who do it more as a hobby. BUT : if you call it B&B (partita IVA or not) you ALWAYS have the room restriction (in Piemonte 3, in other regions sometimes max. 4-6).
In Piemonte you can not run a B&B with more than 3 rooms for max. 6 persons in total, but there are a lot of other possibilities that give you the opportunity to run a similar business, it will only be called differently. For example, as an affitacamere you can have max. 6 rooms. Or, if you want to rent out holiday apartments / studios they are called "alloggi vacanze". Each has it's own rules, but the good thing is: almost everything is possible.
