I have recently moved to Italy and tried to contact ENEL. When I phoned there was no one helpful to speak to in English or pigeon Italian, so I sent them an email and they didn't bother to reply! In the end I asked one of my Italian friends to call them. All we had to do was fax them a letter, in Italian, along with photocopies to prove we lived here, i.e. identity card, residence certificate, etc. It is quite easy so long as you can get someone to write the letter in Italian!
