I'm registered as an Italian living abroad under A.I.R.E. and receive vote by mail ballots every so often to vote in Italian national elections.
I hold U.S./Italian dual citizenship but only live part-time in Italy--I don't have residency--but a registered in A.I.R.E. with an Italian consulate in the U.S. as an "Italian citizen living abroad." I'm interested in getting a driver's license.
Dealing with paying bills continues to befuddle. I just received a water bill for my house from a bill paying company hired by my comune. This company is known as PagoPa.
One of the most difficult things to open and manage when a part time owner in Italy are the UTILITIES!!
There should be an entire guide written about this most flummoxing of subjects.
Here's one for you, and kudos to the person who can truly answer it: Sure, you automatically pay the Canone RAI TV tax through your electric bill, but here's the zinger.

That's an interesting way of describing it, and that makes sense. Thanks for weighing in.
That is a truly insightful, and beautifully written quote. Could you kindly give me a link to your business website so I can see which services you offer. Thank you. Bisaccia
Ok, I get it now, thanks to your careful explanation. It's amazing how difficult some of this stuff is to understand. As ever, thank you.
Another question for Ugo: Something I'm confused about: I've read in several places that in order to be a "resident" in Italy you have to be present for more than 180 days. Is this only if you're not a citizen registered in AIRE? In other words in the case of someone living and registered in Italy who is not an Italian citizen you'd have to be present more than the 180 days. Do I have that right?
Thanks Ugo, I truly appreciate your explanation.
Thank you so much for this information, I truly appreciate it. I had no idea I could get an identity card, but now with your explanation it makes sense. Buona domenica, anche a te....
Dearest Ugo, I'm not at all questioning what you're telling me because I don't know anything and you've always been very helpful and I believe what you say! I was only asking for you to clarify for me to make sure I understood. Please understand that almost everything dealing with details like this is confusing and it's hard to find information that I can use. Again, you have been a gem in that I DO believe you because you obviously know what you're talking about. If I could make this point more clear to you I would. The one thing about my situation is that I was not born in Italy and have actually never lived there full time. I hold an Italian passport. I'm an American/Italian duel citizen. I own a house in my family's town where I go several times a year. I hope this further information helps, and once again thank you for everything.

So, you're saying that I don't have to have residence in the town in order to get a carta d'identita? I thought because I maintain residence abroad and am only in the town at my house from time to time, never longer than the supposed required time to establish residency, that I couldn't get the identity card. I thought it was either/or. Please clarify if you would, and thank you so much for this information!
Yes, great idea--however there is none listed--I did email the mayor from whom I haven't heard anything. I appreciate your response and help.
