I have Italian dual citizenship and am registered in AIRE in California, I'm an Italian passport holder and homeowner in Italy. Question:

I'm registered as an Italian living abroad under A.I.R.E. and receive vote by mail ballots every so often to vote in Italian national elections.

I hold U.S./Italian dual citizenship but only live part-time in Italy--I don't have residency--but a registered in A.I.R.E. with an Italian consulate in the U.S. as an "Italian citizen living abroad." I'm interested in getting a driver's license.

Dealing with paying bills continues to befuddle. I just received a water bill for my house from a bill paying company hired by my comune. This company is known as PagoPa.

One of the most difficult things to open and manage when a part time owner in Italy are the UTILITIES!!

There should be an entire guide written about this most flummoxing of subjects.

Here's one for you, and kudos to the person who can truly answer it: Sure, you automatically pay the Canone RAI TV tax through your electric bill, but here's the zinger.

Once again, thanks for the great information from you. I've never heard of this guide you linked me to or the possibilities you've outlined.

 

As it turns out all your info was great. I finally reached the right person at the Comune who saw that I wouldn't be able to pay with a credit card and so let me know I could pay with a wire transfer to them in the same way I pay TARI and IMU. I very much appreciate your tidbits of information which helped me figure it out. 

More great info, thank you. As it turns out the Comune got back to me and as good sense would dictate, I'm free to use the same IBAN number and account as I use for paying other taxes to the Comune. As it should be in a perfect world, and so it is. I gave up on the bank account thing because I'm not a resident and don't have a Carta d'Identita, and therefore any bank I could find where I live part of the year doesn't offer this. So far with everything, either a credit card from the U.S. or a wire transfer has worked just fine. As I've discovered Italian citizen or not, everything revolves around the identity card. Again, I really appreciate your input.

I appreciate you weighing in on that detail--because certainly, they mailed me the bill to my address in the USA. However, I also used my Italian phone number and that did not go through on the form and stopped me cold. Any advice on that? Maybe the way I entered it--formatting for phone numbers is always a problem. Thank you again.

Thank you so much for your suggestion. I did communicate with PagoPa who suggested I contact the credit entity they use. The trouble is, in filling out the form I was unable to complete it at the part which required a phone number. I tried writing that in all kinds of ways using both my U.S. and my Italian telephones. Indeed, I pay for TARI and IVU taxes with bank transfers(wire transfers) and I pay for gas and electric bills with a credit card. But this thing is a whole other story.

Thank you, great clues into the issue I wouldn't have known otherwise. Yet another example how hard it is to operate from abroad and how seemingly easier to operate in Italy. I see this over and over again....

Because everyone has to pay it whether they have a TV or not. You can get out of paying it, but you have to do so before December 21st of each year. I can't believe that I'm now more or less an expert on this subject. Sheesh.

Thank you for your insights into this. I get it that it's pretty simple to send a wire transfer to pay for this. In principal I should also send the F24. Mind you, I'm not in Italy right now and this is due in a few days. Sending the F24 is a whole other thing. It may not be possible. You can see how the Italian government is trying to simplify things, but I'm not sure how well that is going when there is non ordinary circumstance like mine. You WOULD think that if you didn't pay the Canone Tax on this current electric bill, it would roll over to the next billing period, perhaps you'd pay interest, and move on. But oh no, that would be simple and even logical! Instead one enters into an entire labyrinth and system of some kind of special bureaucratic madness....

What I'm going to do is pay the 18 Euros owed, by wire transfer, with comments about what the payment is for. At least then, I will have paid it. I've read that those who don't pay get sent to a collection agency which can cost between 120 and 520 euros. Maybe I can send an F24 after the fact or deliver one through the means you suggest. 

Online filling in the F24 only worked in spots. Then, you have to sign up for some kind of online platform "Fiscoline) that enables you to send the form. I got stuck on a needed code called the "Domanda di Abilitazione." with the codice fiscale number(which I have--the other one makes no sense) so with online delivery of the F24 I'm dead in the water. Any further commentary on your part would be most appreciated.
