Personally, I found the area Around Asti & Alba great. You have the best of both worlds, the Mountains and the sea both within easy reach.
You can be skiing one of the Largest areas (Milky Way - 600km of pistes) in around an hour and a half, or the coast in an hour.
I looked seriously at the region myself, but I got a great bargin in the North of Tuscany!

the one thing to remember when talking build costs is that they are quoted minus the VAT and the management fees... in the case of a new build all the costs of permissions and declaring it habitable at the end... and a lot of these costs can be added to restoration projects as well... so a building quote of e1000 which i reckon personally is about the average per sq m on a new build has to have added aprox e500 in other costs to become a realistic figure to estimate on...
renovation costs are virtually impossible to quote on without seeing the building... but if an old building needing very subsatntial work i would suggest even higher than a new build... but if plumbing and electrics windows etc etc are all the works required obviously much lower...
i would say buying a skeleton new build with just the finishing work to go would most probably represent a good deal if you can buy it at a cost less than e1000 per sq m... but that very much depends on location of the property as well...
ie coastal properties here could well command twice that figure ... if the place is popular

I love the area called the Alta Langa, but recently spent some time in the Monferrato and was knocked out by the countryside. a rough cost for restoration is about 900euros a square meter, but of course things would change had you to add a new roof...
It is really difficult to provide an upfront figure.
