There have been various threads about water bills recently - just do a search and I am sure you will find some info. We just waited until ours appeared at the house. There seems to be no pattern to it.
With regard to refuse tax, that should also appear at the house. If you are paying ICI, the commune will also send the refuse tax and you can jsut go and pay it for the whole year at the post office.

The water company here sends out a notice when they come read the meter. Makes no sense to me that the meters are all locked away but it's how they do it. They read my meter early Dec. Still no bill. I guess I didn't use enough water in the four days I had the meter :laughs:
OTOH from talking to the locals meter reading isn't very regular. Seems the water used to be handled by the town but is now handled by a provincal company. People have mentioned now getting basically annual bills and they aren't thrilled.

We just get a bill through the post and pay at the local post office. I do know that with ours you cannot set up a direct debit and when you become a resident you g=have to put it in writing to them. As for the rubbish we have been told just to expect a bill whenever they so desire to send it.

Once registered with the water company you should receive a bill twice a year, ours arrive by post and we have now set up a direct debit with the bank (Banca Toscana) so that they are paid direct.There have been problems with the water bills in the Lucca area because a new company took over responsibility for Water and for two years there were no bills. We had to go and register ourselves at the local office and we paid the outstanding amounts at the same time even though we had received bills and paid them without problems with the original company.
As for Rubbish tax you pay less if you are non resident.

Water is supplied by local companies in Italy, so probably only someone who lives close to Lucca will be able to advise.
Any chance you can seek the advice or assistance of the agent who sold you the place?
