Terahertz scanners have been under development for years. I'm not sure what the "news" is here. Because it's a British one?

The controversy about the apparent "nudity" of the images resulted in modifications to the software in the ones that were being trialled in the USA. They deliberately blurred the body image while keeping anything non-biological clear.

A couple of years ago, the head of the Federal Aviation Administration held a press conference where she went through the machine to demonstrate that the pictures weren't embarrassing, and that the terahertz radiation (which is radiation) was safe.

The unprocessed, sharp images from inside the machine never made it onto the Internet as far as I know.
