To retrieve information on properties the online SISTER system now is available to geometras, notaios, even estate agents! (as long as they are with FIAIP). Visure are now free - though some people still ask a fee, its strictly not necessary. To retrieve data for a building you need only the address However, if you have the owner (name, place and date of birth) or the foglio and particella it is often easier, especially where there is land involved. I pay 300 euros a year via FIAIP for the service and its worth its weight in gold - though i pay on top for estratti and visure ipotecarie..
.
What you are looking for is public information: you need to consult the catastal register and also the local conservatoria (for any recent transactions). By far the easiest and (I would suggest) safest way to do this is to ask a preferably local notaio or geometra. Preferably local only because they might have a little more background information stowed away in their heads! (I'm assuming the catastal registries in Sicily are available in the same way as on the peninsular).
It is possible to do this research yourself, though not yet (as far as I know) via a website. (Though there are agencies which will get you a 'visura catastale' for a small payment.) The notaios and geometras have subscription access to the relevant websites: they also have the expertise to interpret the information retrieved, which is not an entirely simple issue.
You will need the catastal details of the property (Comune, Foglio, particelle), and if you do not have this information to hand you will first need to locate the property on a mappa catastale (which most geometras should be able to pull up on their screen).
