If you are an EU citizen and resident in Italy then you are entitled to vote in local elections and in European Parliament elections.
To be able to vote in this way you MUST register with your local comune to be included on their electoral roll. You may not vote in national 'political' elections.

The anagrafe told me that Im only allowed to vote if Im an Italian citizen.... except in European elections. If I can vote can anyone tell me the law that allows it? Also if Im allowed to vote in local elections, can I also stand as a candidate? Surely not?!

ram, you should go back to your anagrafe - you certainly should be able to vote (as a resident) in all elections except that for the national government, for which you do need to be an Italan citizen.
I don't know about being a candidate, but I don't see why not. My neighbouring comune has a German lady (who I know is 'still German') who is a councillor, and there are a couple of councillors in my comune with distinctly non Italian names.

Yes,but it's not automatic tell him to start some time before the election because they'll pretend it's not possible or that they don't know anything about it but it is his right you may wish also to inform the other eu residents in santa vittoria we have similar problems on the other hill too!!

yes, you can stand for election as well as vote. The EC Treaty (Part II, citizenship of the Union, Article 19) provides the following rights to EU citizens:
Article 19
1. Every citizen of the Union residing in a Member State of which he is not a national shall
have the right to vote and to stand as a candidate at municipal elections in the Member State in
which he resides, under the same conditions as nationals of that State. This right shall be exercised
subject to detailed arrangements adopted by the Council, acting unanimously on a proposal from
the Commission and after consulting the European Parliament; these arrangements may provide for
derogations where warranted by problems specific to a Member State.
2. Without prejudice to Article 190(4) and to the provisions adopted for its implementation,
every citizen of the Union residing in a Member State of which he is not a national shall have the
right to vote and to stand as a candidate in elections to the European Parliament in the Member
State in which he resides, under the same conditions as nationals of that State. This right shall be
exercised subject to detailed arrangements adopted by the Council, acting unanimously on
a proposal from the Commission and after consulting the European Parliament; these arrangements
may provide for derogations where warranted by problems specific to a Member State.
