There are many answers to this on the Forums, but unfortunately the term 'ICI' is not accepted in the search box; too short, apparently!

Payment of ICI is due once every 6 months, or annually and you are not billed for it; you have to work it out for yourself. There are online calculators on the net, but they are somewhat complicated and not all Comunes are listed. You could go to an accountant (commercialista), who will prepare and pay the bill, for a fee of around €60, but the easiest way is simply to visit the tax office of your local Comune and ask them to calculate it for you. If you ask nicely, they'll prepare you a bolletino, which you take to the post office with your payment. You must take your documents with you; particularly, the Visura Catastale which should list the 'rendita' of you house, which is the basis for the calculation.

Having said that, ICI on primary homes (i.e., if you have taken residency in your Comune) is being abolished. Don't let that put you off paying though; you may have arrears.

According to our comune - straight from the sindaco - if the house is 'Prima casa' you do not have to pay ICI this year unless it is classified as A1,8 or 9. This is recorded on the catastale documents.
We were also sent the blue booklet ~ this is sent regardless of whether you have anything to pay, it is up to the individual to decide if the house is classified under a category that requires payment. If in doubt speak to the relevant office in your comune who would also be able to advise, as Marc suggested, if there are any arrears.

I have been reading all the threads about ICI with great interest. Our Geometra completes our ICI payment forms each year. We are resident and own a large Casa Colonica and smaller restored cow shed, we call it The Barn and we put friends and family in it as my husband likes his house to himself...given the choice! Today we paid our ICI for these properties. In total 50 euros each...we are joint owners. Now how on earth does one makes sense of how this is arrived at, I know not?
