HI,
I also looked at buying a piece of land in the Marche and checked out all the above in the local commune. Much like in the U.K, you go in and ask to look at the local development plan for that area. Worked for us..put us all right off!

You can get a geometra to check on the possibilties of road building, pipelines etc. However, finding out if someone is going to build next door is virtually impossible. if the land is agricolo anyone can build to within the index laid down by the PRG and the only way you can find out is by asking if there is a concessione edilizia already lodged with the comune. This does not mean that there wont be one lodged the day after you do your search. The comune can tell you if the destination has been changed to allow a higher density of building, but again this doesnt mean you can find out what is being planned. Being Italy, you jus have to accept that if you dont own all the land for as far as they eye can see, someone someday will build something that will ruin your view!

You would definitely have to engage a geometra to do this because you would need to research via your and or neighbouring comuni lands that you are not intending to purchase to discover if they are classified as agricutural or as to whether permission for building (terreni edificabili) has been granted,as to whether the comune in which this land is sited has drawn up a plan for the town/village and what that could mean also investigate as to whether the province or neihbouring provinces have plans for industrial or road development,and not the least as to whether you yourself could obtain planning permission should that be your intention. it could even be quite expensive to do all this,i mean even 2-3000 euro at a guess as It would not be exactly simple to obtain all this information.you could simply "ask around" but that would not give you any particular long term assurance.
