Leaving aside a scenario which might mean it is impossible to make the change of category, the question of how much it might cost is equally difficult to answer.
Not only will you have to change the category (or probably more precisely obtain the formal permesso to carry out the change of use or piano di ricupero), you will have to pay the relevant planning fees (which are based on the costs of the works required to bring a non residential building up to a prescribed standard). Then there will probably be minor catastal charges, and the geometra's fee for doing the preparation of schemes to the comune, quite possibly the provincia and the regione, and let us hope not the sovrintendenza.
As a ball park figure, think somewhere between €7000 - €12000 before a builder has lad trowel to mortar.

the changing from one classe to other = variazione catastale it's maked from geometra , in all italian regions for about 1000/1500 eur - that is same as new ACCATASTAMENTO ALL' URBANO .
This by my 15 years experience on Real estate Mortgages in Italy.
Yet , i advise you that this changement has to maked from the seller or at seller's expenses . BEFORE sign a Purchasing contract.

I changed my property over from agricultural to habitable in 2007.
We use the geometra we had bought through to do the work for us.
It took 2 weeks to complete and a cost of 1000euro.
There was no hassle for us we only signed some papers. And we did this after we had bought and renovated the property.
Just gives you an idea.

adriatica touched on a relevant issue in another (related) thread. The opportunity to 'change the catastal category' is not the same today as it was in 2007. Which is why I offered you some scary prices. I think my suggestions (of price) are not exaggerated in 2008. Ask a local geometra before you go any further with this prospective purchase.

When we purchased our trullo and lamie we did not have to apply for a morgage on it. It would have been difficult, due the italian money lenders/uk money lenders seeing it as a big risk, and if the payments were not kept up, then they would have had a problem selling to recoup the money.
About the morgage, who are you using? If it isn't to personal.
Unfortunately my geometra only speaks italian, with a few basic words of english.

Does it actually qualify has habitable? There are various requirements that a warehouse might not have.
