Thanks Alma, I think I am in an earthquake zone and it doesn't suprise me that some sort of permission will be required and fees/taxes etc paid to make it happen...am trying to get hold of a local geometra as this sounds like the the only way to get these things done

The authorities seem to be clamping down especially in earthquake zones.
Definitly find a local geometra who may be able to help you sidestep the involvement of a seismic engineer and all that involves - expensive drawings, welded steel frames, even for a door opening

You probably do need approval from the commune - When I rearranged my house internally [knocked down one internal wall and rebuilt it 300mm away from its original position] my geometra got all the permissions from the Commune - although I did persuade him to start the works before the approval came through [at my 'risk']

I guess alot depends on the commune, what zone you fall under for heritage purposes. I would find a friendly geomentra and have a conversation with them.
If you are in an earthquake zone there are rules about how far it can be from another opening and probably other things, so planning permission would be needed
