My place's ICI is worked out on the cadestral[?] value - not the purchase price - on my 80.000 Euro house I paid about 320 Euros this year - ask your Local Commune to work out what your ICI will be.

Yes, Alan is right. They use the cadastral value of the property. I do not know how long it takes for them to update values since the property is purchased. We bought in November and in June, when we paid our ICI it still showed the old cadastral value. Anyway, if it is "prima casa" you are not supposed to pay. We are not residents.

Does anyone know exactly how the comune decides wether a house is A1, A8 or
A9?
I know the house to meet a list of certain criteria but what is the list?

cadrastal class is from Ufficio Del Catasto , not from commune .
for have it , you has to go to " Agenzia del Territorio " of your's country,
and ask a " visura" of your's property . If you do not have data of your's property , you can make a visura " per nome " with your's name and birthdate .

Some of the Agenzia del Territorio (i.e. Lucca) have this information on line. Otherwise, go to the Agenzia del Territorio early in the morning, pick up your turn number, sit and wait.... Take a good book with you..... it may take all morning.

The ICI (imposta comunale sugli immobili - it varies from town to town) declaration of the value of the property used to determine its tax value. This is the register value as shown in the final sales act prepared by the notary, increased by 5 %. -
NOTE 1!!
According 2008 law , the ICI tax is applyable only to Luxury homes , and Castles scheduled at Catasto Urbano on the classes A1 - A8 - A9***
NOTE 2 !!
if you have purchased the home as Prima Casa , and this home aren't scheduled as A1 - A8 - A9 - you as NOT PAY the ici !!
