Yes, there are several sister city arrangement with both countries. But my personal experience is mainly in Australia.

You are on the right track, barn_elms and providing you do not give up you will get there. It took us 5 years to finalise one sister city agreement!!!! It was not an easy task even if everyone involved thought it was a great idea.
Something which may help you is to find out which sister city agreements are already in place between Italy and Britain. Cambridge will possibly have links with some cities and universities. Forgive my ignorance, but is there a university in Sulmona? Otherwise, it would be difficult to do it as these links between educational institutions of the same level is something very important.
You need to look at the whole picture and try to find those cities which would benefit the most from such an agreement. Look at any possible synergies. Don't forget any areas, what you can't get through culture you may be able to get through sports.
And if you need advice or encouragement, drop me a line. I learned a lot from those years and I am happy to share whatever I know.

I think barn_elms will say there isn't an University in Sulmona but there is the Centre for Opera which is linked to The University Of Toronto, Canada. Maybe this Univesity has links already with the UK???

I know of several medieval re-enactment groups but I wonder if the best for this kind of thing would be a Molly or Morris dance group?
I know one group of Molly Dancers who travel quite extensively, I believe they are in Japan this year. If that sounds the sort of thing you would need to book them several years in advance but it looks like the organisation will not be very quick so perhaps that won’t be a problem.
By happenchance they are from Cambridgeshire!

Also friends are involved not in Moriis Dancing but such things as Wassailing and Darke Night around East Cornwall and may be interested but I think you'll have to find out the protacol fiirst.I'll mention it to them though.
I was involved in sister city arrangements (not with Italy or Britain) some years ago and I can already tell you that it is not an easy task.
First of all, you should contact the Comune to check whether they will accept a group not belonging to a sister city for their next Giostra. Perhaps being a sister city is a condition to participate. Also, whether they would consider the possibility of having a sister city arrangement in Britain and which kind of city they would consider as suitable.
Sister city arrangements are very complicated to put in place and then it is not a matter of just a delegation coming, there must be strong links between the two cities so that the whole project can work and benefit both cities.
It also helps if you know some councillor or someone in local government in a suitable British city as you will need to enlist plenty of help for your project.
