It is more at a property development level... in these uncertain times it may be worth the additional expense of having a property with planning permission ("definitivo") without the necessity of starting the work within 12 months ("esecutivo").
I just wanted to check that there is an option of getting outline planning permission without committing to start the project immediately.
Obviously work cannot start without an "esecutivo" but is there a time limit on the "definitivo"?

Time limit doesn't depend on what you call "definitivo" or "esecutivo" but on regional or/and city's building regulation, in Emilia Romagna(but i think in Marche it's the same) you have to start works until 1 year from the release of Permesso di Costruire, comune needs 135days to give the permission so you can consider 1year+135days from your apply as a maximum time to perform your sale, after that maybe you can start with some little work and try to find a deal with your professional....

I don't understand exactly what you need, if you explain us which is your problem maybe we can help you.
Esecutivo is a "project" that is normally given when works are near to start....it's more accurate than what you called "definitivo" and, as comune could ask for some changes during planning permission release, it's not very smart to make tons of paper that might be good only for the fireplace....but maybe you meant something else....
