This is right... many large supermarkets sell them. Tell her to buy a cheap one... they are more reliable and cost very little. Mine is an ADOOK and cost €9.50 from Unieuro in Cesano Boscone, Milano and that was two years ago - never had any trouble with it. Euronics, as 'deborahandricky' said, is very good too for such things.
What part of Milano is she staying in?
She is a 20 min walk from the Duomo, surely there must be places in the central area. Is there a chain of well known shops that sell this type of thing?
If she happens to wander along Corso Vittorio Emanuele (running into the Piazza del Duomo), she should pop into Messaggeria Musicali - the music section (and headphones) are downstairs in the basement. English language books are on the 2nd floor, by the way. She might look in both the Wind and the Vodafone shops as well as, the last time I was there, they were both selling Skype phones. There are, literally, hundreds more if you (or she) go exploring.
ETA: Look for Feltrinelli and Mondadori book shops as well -there are a few in Milano and they all sell headsets, etc. The Euronics and Mediaworld stores tend to be out of town a little, but a web search will show you (or your daughter) their locations and she can compare them to where she is actually living.
