11133 DIY works????

Hi, [SIZE=3]We are just about to complete the purchase of an house near Fermo. Once the house is ours then the real fun and games start with the restoration. [/SIZE] [SIZE=3]I have read various threads on this subject and some seem to c[FONT=Arial][FONT='Times New Roman']ontradict [/FONT]other threads. [/FONT][/SIZE] [SIZE=3]Our intention is to use builders wherever possible but to keep the costs as low as we can we would like to do most of the work ourselves. [/SIZE] [SIZE=3]The house is an old stone farmhouse, basically a shell, in quite good structural condition but does require some repair work to the roof as well as all new electrics, plumbing, insulation, windows, doors, etc, etc,[/SIZE] I have worked on my own property in the Uk in the past and we will also have the help of my father in law who has many years of experience as a multiskilled builder. I have also worked in the plumbing and heating industry for years. We also have a freind who is a 17th edition qualified electrician who willing to come and work for free. My questions are... What will we be allowed or not allowed to do ?....... Scaffolding and working at height for roofing and pointing? Electrical or plumbing? Work on roof? Fit windows? How easy would it be to get the "certificazione di conformità" for electrical or plumbing work if installed by a qualified non italian? What are the differences between the different types of building permission and how would we go about obtaining these? The following threads seem to be contradictive, so would appreciate if someone could clear this up? confusion can be generated because the rules change a lot and or also the geometra / architect can be more or less cooperative...

rules require a submission of planned work with drawings..and specs..submitted either through full planning or type of remedial work... so you will need an Italian technician to advise you on site about which one you will need taking into account the actual building and your plans...

safety rules and insurance and access to work sites are really much the same as in the UK... ie whilst works are in progress in theory no one... not even the owner is allowed within the restricted area... and no one is allowed to work on site unless fully registered to do so and wearing all the right protection... so that is the official answer and also why views might differ....

plans have to have the italian registered builder / company included in the planning proposal to pass through the comune so you will need to have agreed that before...

using non italian registered labour to do work on utilities if there is already a supply would not require certificates for connection... however if you ever sell the house again it would have a significant effect on the sale price if it couldn't be checked and could well arrive at a situation where it couldnt be sold...it would also null most insurance policies regarding the property if anything should happen to anyone or the building as a cause of non invoiced work by non italian registered workers...

however that's an individual choice and obviously some rules are stupid... and some risks are worth taking..

finally rules change quickly here...not just on building works.. there are new rules on the thermal and insulation requirements... there are new rules on employing foreign workers..many of these will negate previous opinions... there are new rules on the selling of property and certificates... these are getting rolled in progresively and are basically aimed at work carried out by non registered people avoiding invoiced payments...

and increasing the efficiency in terms of energy saving...ie work not carried out to certified norm will have less value than certificated work even if exactley the same materails are used.. in thermal terms.. because it cannot be proved... so the house will be rated down

there is even some talk starting that thermally efficient hosues will get tax breaks ...ok i know ICI has gone but they are planning a sort of federal change here and regions will have the power to set new tax rules... these sorts of things are already in place in many areas of the world...it would be pretty blind to think they will not come here too
best way forward in my opinion is to speak to some non italian marche people that have done things before you... and get a few personal recommendations on who to use initially... they will let you know who is a stickler for the rules and who is more likely to be cooperative in the sense of allowing you to get jobs done that you are capable of doing but not Italian qualified/registered...

so the first answer is to get yourself a reccomended geometra to tell you waht type of planning... you require..

the advice you have been given is good sound advice.
As far as getting plumbing and electrical work signed off is concerned it can be easy if you find a willing local plumber / electrician .
Scaffolding needs to be erected by a qualified scafolder and will cost between 8 and 13 euros per square meter so shop around.

To get a tax break on a "green energy" installation, then you need a certificate from a Thermal Engineer, which states the percentage saving as against the original energy requirement of the property, compared to the new system. You cannot just give a gas or electricity bill showing a reduction in use.
