Actually, the headgear worn by the Pope (or the bishops and cardinals in different colours) is not a hat, it is called a "solideo", which means "only before God" meaning that it should only be removed during Consecration at Mass.... so perhaps this was a case of "the will of God".... helped by the wind. Or perhaps it was His way of sending a message....
