I suspect that its the new Berlusconi incentives to spend spend spend that you heard. The possible new decree on building volumes is:
anyone can add up to 20% volume to an exisiting building with only a DIA, even without the Sovrintendenza becoming involved which is a recipe for disaster!, If you knock down an existing building and start again from scratch you can increase the catastal volume by 30% and up to 35% if you use green/energy saving building methods and plant.
Even if Berlusconi introduces this by decree it will still have to be approved by regione, provincia and comune before it can take effect - the govt is convinced it will add 80 billion into the economy - mainly for cement factories! It is due to be 'discussed' in cabinet next week.

Don't want to take this thread off course, but marco62's point about IVA intrigues both myself and others I've spoken to about this. Are there any special conditions or qualifiers for the 10% rate? Some builders I've discussed this with still maintain that it's 20%, depending on the nature of the work ...hmm!
PS So will the joiner who's making our windows only have to ask for 10%, for example?

Sorry, don't know the rules, but just finishing a retoration of a trulli under a DIA and all IVA from builder, plumber, electrician and carpenter has been at 10%. I guess there will be grey areas as to what is 'restoration' but I know there is a degree of flexibility as one tradesmen did say he would have to charge 20%, when we said we would go elswhere the rules were re-interpreted - par for the course really!

Well it is my understanding that (in your specific case) even before this 'amortizzatore', to help the trade through recession, if your joiner is(was) supplying the materials then you would be charged at 10%. But if you provided the materials and he did the work, then he had to charge 20%.
All my windows were billed at 10%, but my tiler had to charge me 20% because I purchased all my tiles directly from the manufacturer (at huge discounts), and not from him - with a huge 'mark-up' in costs.
So I think this ruling might only affect such situations, and will give some customers more freedom of choice on [I]where[/I] they purchase their materials.
The government has fixed the IVA (VAT) on restoration works at 10% for an unlimited time - Before it was a temporary reduction (from 20%!) that was renewd every year...so not much has changed really.
