You may be in a 'chicken and egg' situation as in our area when registering at the local ASUR (ASL) we had to provide proof of residency in order to get the tessera. The lady in the anagrafe office gave us a slip which we had to hand in at the ASUR office - this was before all the rules changed and may just be a local thing, like many others! Good luck!

I think Charles is right ,this is what we did 3 yrs ago, and then waited 2 more years for the plastic card!.

Personally, I'd take the E106 to the local ASL office. They will probably give you a 'cardboard' tessera with an expiry date about 18 months from today. The comune will accept that as proof of health coverage (in my opinion).
