I was just trying to find out the same info - and by g**gling "banda larga lucca"
We shall "allegedly" have Broadband (Banda Larga) in our comune in Novembre

It looks like its already in place for Pigna according to the information on the coverage map if you select Pigna from the drop down menu. Its possible the comune can tell you who the provider is because they have been involved in the development with the region.

The TIM offer is mobile phone SIM based. So if you subscribe to this offer and have a suitable mobile phone or usb modem then you can connect.
The comunes have got involved with wireless broadband delivered by masts so they ought to be able to tell you the provider.
These other 3 may well be wireless broadband services - unless you were potentially piggy backing on someone's not hidden home wireless network.
