Incantinato usually doesnt count towards cubatura. For example if you buy land and can buil, lets say 100mq, you can build another 100mq 'underground' without it affecting your cubatura for civile abitazione. This is used by many for garages, and a large room to have the family feasts.
In a restoration I should think you could claim the same right. It wont have to do with the height, but whether it counts a habitable space - like a mansarda - so it has more to do with windows and so on than legal minimum height.

You're talking about "piano casa", today Governo and Regioni are working on "Decreto Legge", so.....maybe....in some days we'll know what they have written on it!

it cannot be so simple... before even starting to discuss what your idea is it depends not only on the comune... but also the area in which the property is...ie if the area is more regulated than others...eg national parks...
however... new rules are coming out all the time... and am not sure if its been approved yet or not but there is a new law proposed that you can get a 20 % increase on any property ... with a simplified application..so that's a bit more on your present volume.. then there is also the old rule that you can enlarge places by up to 20 % in any case...again taking into account any other local rule... but the old law takes more planning reg applications
finally if building from ground up ... often you have a skeleton structure below ground which allows you to wall in between supports and end up with either underground or semi underground cantina/work rooms... garages etc.. how you actually use them is up to you... so you could maybe make it more than a basement if the land lies right...ie back wall underground into a hill and front with windows doors etc...
this is very much a local architect/geometra problem ....in the sense you tell them what you want and they tell you if it can happen that way...
if i find that the law is or gets approved ,...re extra 20 % will let you know
finally apart from basement choices there are also options via independant garage buildings say... ie you might need two or three cars... and you build in an apex roof with sky lights... with good headroom...
the options are there ..its just getting the right person to work with you
