Hi a quite complicated question here

Hi a quite complicated question here about permission to rebuild ex-nuovo , and art 29 NTA PGT.I understand that in the past about 10 years ago, Tuscany had this art, which meant that any agricoltural building ( as long as it was not a listed one ) you could apply to rebuild or to extend to 250 mc. Then I understand that it was 'abused' and people were aranging a few rocks to look like an existing buiding, and there was a block on a lot of constructions. My question is, is this art still 'live' as such, can you apply , or did this art get cancelled.I have tried to find the answer on the internet, but the only relevant docs are about 50 pages long, and I can not make head or tail of them..ThanksJessica
