For visiting Northern Italy it depends what you're looking to get out of your visit. Bergamo itself is very central and has cheap flights to it via Ryan Air, though Bergamo Bassa is very industrial like many of the towns on the plain, Bergamo Alta has a lot more going for it in terms of atmosphere and architecture. I recommend avoiding Brescia, though its castle is pleasant enough.
Which lakes were you thinking of? Lake Garda, Maggiore, Iseo, Como? There's a lot to choose from... :)
UK NARIC (National Academic Recognition Information Centre) used to be part of the British Council, I believe, and equated overseas qualifications to UK qualifications.
