171 Building a new home

We are in the very early stages of buying a house in 5000sqm of land near Venice. The property is currently a brand new "shell" (foundations, roof & four walls). What are the tax implications for the land and property as the house has relatively little value in it's current state? We have an architect who will also project mange the build. Anything we should be aware of? Hidden costs etc? Also, if anyone can recommend any builders in the area......

Good Architects normally charge the following percentage based fees in accordance to a national tariff: the Testo Unico della Tariffa degli Onorari per le prestazioni professionali dell’Ingegnere e dell’Architetto (Legislation 2.3.1949, n.143).

Project design and management: 8% to 10% of the total renovation costs. On top of this you can expect a fixed fee that covers the coordination of safety, accounting, work progress and measurement plus a further 2% of the renovation cost for CNPAIA, which is an additional fee that covers a contribution, which the architect makes to his/her professional body. On top of all this you pay 20% IVA (VAT).

The tariff includes other fees such as reimbursement of sundry expenses but you will need to negotiate these. It very much depends on your relationship with the architect and what extra duties he carries out on your behalf.

All of these fees should be clearly spelled out in a document called (which you should receive in Italian with the relevant and correct English translation):

"INCARICO PER PRESTAZIONI PROFESSIONALI DELL’ARCHITETTO PER OPERE DI EDILIZIA E DI ARREDAMENTO"

Tax and duties on properties are known as imposte dirette e indirette sulla compravendita di immobili e terreni.

Rates will differ depending on whether you buy a building from a company or from a private individual and whether this is going to be your prima casa or not. The same general rule applies to land.
