It stands for (I believe) Compulsory Basic Training (or something along those lines).
In England everyone who wants to legally set out on a motorcyle or scooter has to undergo this training (it lasts part of a day and aims to give a new rider the basic skills needed to be safe on the road).
It allows a new rider to use a motorcycle or scooter unaccompanied to gain experience before they take a full motorcycle test.
Before the CBT was introduced anyone could buy a motorcycle and take to the roads regardless of experience and aptitude.

the law around scooter ownership seems complex. There are a series of cut off dates and people who obtained their license after a particular date cannot drive a scooter outside Italy unless they take a category "A" motorbike test.
The rules are:
Whoever obtained a license for category A (motorbike) or B (car) before 1986 is licensed for any type of motorcycle.
Whoever obtained a license for category A or B between 1/1/1986 e il 25/4/1988 is licensed for any type of motorcycle in Italy but must take CBT and the appropriate test for the class of motorcycle outside Italy.
Whoever obtained a license for category B after 25/4/1988 may only ride a motorcycle of less than 125cc with less than 11kW power, and only in Italy.
Whoever obtained a license for category A between 26/4/1988 and 30/9/1993 may also ride any class of motorcycle outside Italy as well as within Italy.
Whoever obtained a license for category A after 30/9/1993 can ride a motorbike in Italy or in foreign countries but the classes are limtied by age to particular cc/power.

I think you get the same rights as other Italians. So if you look at the dates in the table, if you passed your car licence (B) before a particualr date you get the rights associated with that class of licence. i.e. since I took my car test in the dark ages I can apparently ride any motorbike of any size on a car licence.
Scary.

what is CBT?
